V súhrnnej správe s odporúčaniami (2017) Benátska komisia uvádza, že šanca uchádzať sa o funkciu generálneho prokurátora pre kandidátov, ktorí neboli v prokuratúre, ale majú dostatok skúsenosti v súdnictve alebo advokácii, môže zvýšiť transparentnosť a nezávislosť úradu. Tvrdenie Juraja Šeligu preto hodnotíme ako ešte pravdivé.  „It is also to be welcomed that the conditions for the election of the Chief Special Prosecutor and special prosecutors have been broadened [...] to enable the access not only of prosecutors, but also of persons having at least 12 years (for the Chief Special Prosecutor) or 10 years (for special prosecutors) of work experience as a judge or attorney, to such positions. In addition, persons ‚whose previous work shows that he/she has special knowledge and competences to work on the cases falling under the jurisdiction of the Special Public Prosecutor’s Office' will be eligible for such positions (see Articles 12 and 13 of the revised Draft Law). This should reduce the risk of the Special Prosecutor’s Office being too inward looking and may help to foster a more independent outlook. [...]”
